He has quite a lot of power among the elves, actually. We haven't gotten much on the elves so far unfortunately, because Agneris himself is the only named elf character and he likes to been seen as mysterious and wise so he doesn't let on too much. But he's pretty high up in their social ladder...high enough that he REALLY shouldn't be wandering off into potentially hostile areas by himself...but also high enough that when he says "I'm going" they listen to him...no matter how dumb an idea it is. XD
...that said, though, the idea that they're just a chaotic mess of a people is not only hilarious, but very fitting. And since Agneris refuses to give more information on the elves, well that leaves it up to others' imaginations, right? That's the price of being "mysterious" - that other people then decide for you. Haha!
That makes sense. I can see it now, as Agneris whistles along the halls of power, thinking to himself, "I totally got this, bro! I am the best at talking with the barely-sentient human creatures I know!" It does make me wonder how much power he has in the society, though, or if they are completely chaotic, such that Agneris was the one to go.

Mina_Lunga - Welcome back! You picked a good time to be away anyway since not a lot of "big" stuff happened in this chapter. :D
I imagine there's some poor elf sitting back at the city who was all like "I can do the talking! I can be diplomatic! Let me come along, please!" and Agneris was just like "nah". One of the most fun things about writing him is how much a jerk he can be.
Woot! I'm caught up! Agneris has a way of bouncing between "total jerk" and "snide jerk" modes, neither of which make him a good diplomat. Was he the best the elves had to offer? I shudder to think in that case what the "undiplomatic" elves are like :-)
