Funny bit is here, you can get it mailed to a shelter, apparently. I had to get my license mailed to DMV and pick it up in person, last time.

its suppose to keep people from out of state from getting a local fishing license as the cost for out of state is higher.. and state thinks that proving you have a house will keep illegal immigrants from getting id's so quickly/easily.... but it makes a lot of hoop hoping
