The reforms allowed the government to demand reimbursement from all and any persons who were found
to have ever been on any type of welfare program, including those who received
benefits as minor children, and as retirees. Tax evaders, those improperly taxed,
men found to have failed to pay child support for children on benefits, and
students who received grants and loans are also among those asked pay to back
the government at an rate of 30% per year.
