Stripping a commissioned officer of their commission requires a general court marshal with lots of evidence of "you screwed up big-time". Even still, the court marshall would be much more likely to sentence the officer to prison time and/or Dishonourable Discharge and then strip the commission. It would be exceptional for you to screw up bad enough to lose your commission but not lose your job.
Stentstroem suspects that there is an independently acting gang within Filippovich's area of responsibility, in which Colonel Valerian Danilovich plays a central role - since he initiated the demotions. But there is no solid evidence for any of this.
This is referring to the Red Army of the year 2078, in which military, political or general demotions based on (lack of) loyalty occur. These measures require the formal confirmation of a commanding general - in this case General Filippovich.
Two officers were demoted: Lt. Rosina Semyonovna from lieutenant to seregeant and Mayor Petrovich from major to lieutenant. In both cases, according to General Stentstroem's assessment, things do not seem to have gone properly:
Petrovich was, in his opinion, “handled too harshly”, as he had successfully carried out his mission. He was probably resented for being practically the only one to survive in the bunker, while both his entire unit and the CEO of the IMMP, including his equipment and team, were wiped out.
In Stentstroem's opinion, Semyonovna was given too much credit, as it was proven at the court martial that she had tried to destroy evidence, eliminate witnesses and disobeyed the general's orders in a particularly serious case.
