GISELLE: I see what you're getting at: at ze beginning of ze 21st century, when at least some governments wanted to come to zeir senses and make a change, certain potentates took advantage of ze situation to realize zeir delusions of great power and forced ze others to invest zeir resources in weapons instead of real solutions to problems.
VILIS: And things have been getting worse ever since.
