Of course God created (or will create) the room, it exists outside of time and space so he was probably aware of its existence. There are two possible answers here: maybe he didn't really care about it because aside from Robin's existence and awakening he doesn't care about this world. Or he always meant for Robin to take over here, this was her true test and true spiritual awakening and he just had to yank her chain a little. He does work in mysterious ways. I personally think he has a lot more up his sleeve than he's letting her know about and that he got Robin to voluntarily accept these abilities and responsibilities, which he thinks belong to her even if rather have her put them to “better use”. So I'm not sure about his motivations, but my guess would be he's playing the long game with Robin and was prepared for this outcome.
