You already have the white background, just give it a rim of black, with a little triangular tail made with the line and pencil tools.

I use paint so that is impossible to do. I match them up by the color of the person to the color the text.

Speech bubbles should have a white background with black text and rim being the thinnest line possible, text boxes should have triangular tails pointing at the person who is speaking, repeat what you've typed to yourself to make sure it sounds good
