SPOILER ALERT-- Don't read if ya don't wann know! If you look at the bottom of the paper you can see it was signed by someone named "Amias." This Amias person has been writing down his deliveries. At the top those are periods of time not places that show the amount of children delivered during that season. A list of rules are also written. It looks like Amias has been writing down what they should and shouldn't do on delivery runs from trial and error. As the story progresses listen and look for this Amias person, it sounds like they are the one in charge of the transport of children.
