Nero Angelo--Bob and his kind are selective in who they choose to fuse to. One of the primary rules is they can only fuse to those with good souls and thus won't use their powers for evil. The "event" also happened high in the sky, so the interdimensional fallout would be spread over a large area and not concentrated in one small location.
