so some sort of electrically powered ceramic tank is kicking their butts due to power limitations, have they tried building some tank traps? their powers won't help them, but quick construction should do the trick.

I can see what appear to be several figures in the back of panel 2 as well. May be part of the "pickle" or just part of the background (manikins, what have you)

demonhunter352--Yep, there are some civilians around. The attack only started a few minutes ago, and Fabulous Tower is located in a busy part of the city, so not everyone's gotten clear of the area yet. Plus, it's a giant, freakin' robot! If people stop to stare at car wrecks, you can bet some folks will stop to stare at a giant robot.
