Here's page 6 of Fusion #6, and Lord explains Major Power's “accidental” birth. Although he cites his Pro-Life beliefs, he doesn't mention a little amendment in an appropriations bill from nearly two decades ago that gave legal protection to any life his experimentation might cause (which he mentioned back in Issue #4). Of course, the similar timing of the passage of such a “speculative” amendment and Major Power's birth are purely coincidental.

The thing is- while I have difficulty believing Good sir Lord, I...actually can see something not entirely different having something to do with the story. It is often said- in every lie, there is a grain of truth. While I don't think his researchers were out looking for a cure, I could definitely see one of their attempts to find a weakness in the Captain ending up confirming his cells were coming to life as embryos. Now, whether or not Lord intends to use the Major as a political bludgeon internally or externally- that remains to be seen. The Major will have the public eye- so I can see things going poorly if existing heroes get negative media attention. Great stuff! :D

he "accidentally" made a clone with sped up aging and the exact same look of a common super-hero.... which accidentally focused on captain stupendous' dna and not the dna of the embryo.... you know it's people who use these arguments to their profit that make those who use these arguments because they actually believe in it have a hard time :P
