zgrssd is right. Plus, Fusion is too optimistic about people (i.e., she thinks there's good in everyone) to think she could make the judgment to play executioner. A person's actions might be horrible, but that doesn't necessarily make them any less of a person. The biggest part of having power is exercising restraint.
Y'see, this is one reason I loved the original Siegel and Shuster Superman (and Grant Morrison tried to recreate that attitude in his tales of the early Superman in the new 52)--he wasn't afraid to kick butt, to stop real-world-type atrocities. Here Fusion is following a fine old tradition, perhaps the oldest in super-heroics; righting some real-world wrongs.
