It's really all a matter of the limits you set on your own language. By my personal use, this set physical realm is a dimension, and the local Bubble is a Universe. All the Bubbles, and the space-out-of-time between them, are included in the multi-verse. But that's MY use of the words. So long as we're all clear on who is using what words how, we're set.
I see what you're saying, but there is a practical reason to differentiate the multiverses from each other instead of simply lumping them together inside of an overarching Space Out of Time "single" multiverse. Each individual multiverse has its own Inceptiverse (see Bubble Theory diagram; https://www.theduckwebcomics.com/Essay_Bee_Comics_Presents_Fusion/5570464/ ). Each bubbled multiverse likely has its own laws of reality, so it may not be possible for matter (or what passes as matter) in one multiverse to exist/survive in another multiverse. Each multiverse has its own multitude of universes. For example, every universe in Crossoverkill (and likely many other universes) are in Fusion's multiverse. The spheres from the Crossovers, MindMistress's catwalk, and even Wandering Whistler's dimensional whistling cannot enter another multiverse.

Question is if there may be differences in physical laws INSIDE multiverse. I suspect they already must be, given what ended up in crossoverkill ...
