Elves don't like humans very much and humans aren't that fond of elves and it's a vicious cycle. Yet they are somehow able to come to terms with their differences to guard one of the most heavily fortified cities in all of Mai. Or she's only there to keep a treaty alive aka she is has fallen out of favor with the head elves. Take your pick of theories because either one doesn't affect the plot.
