Seb - Well... that's a question of "the chicken or the egg." She may or may not have been a Brad Stone groupie prior to meeting Ms. Ari, and so who knows if she may or may not have volunteered for the role with/without collar. But first and foremost, we don't know the exact function of those collars... other than possibly fashion according to Ms. Ari. We can make presumptions, but who can say at this point other than Ms. Ari herself?

I really should doubt Tempest more often. Because evertime I do, her pages always show up to shut me up. XD It's a real shame she's only doing one page for this issue, because this is absolutely spectacular art! Some unfortunate implications though on the writing side of things...
