Independence Day Filler: Ratchet Panchi Pic

I know I shouldn't be doing a filler now, but this is a holiday for me, so I wanted to do something special. However, a flag waving Firilis Gunner would be too… common… So I decided to
show off one of her enemies.

Ratchet Panchi is my example of what you call an idiotic genius. She's great with robotics and stuff, but is actually pretty… well… let's just say she's slightly mentally impaired…

For those who are fans of the Touhou game series (search Wikipedia if you don't know what that is; just know that it's a series of manic shooter video games), there is a reference to it in here. However, despite the ring she's wearing it's not a reference to that particular goddess… Then again I made it pretty hard to spot. :)
