I've often speculated this about the Wicked Witch of the West. The books are quite clear that nobody dies in Oz, so she should still be alive. And as a puddle, she likely would have gotten absorbed into the soil. Yes, she was melted when inside her residence, but that would either have been torn down or cleaned for someone else to live there (probably the Tin Woodman, since he would up ruling the Winkie kingdom after Wizard). Whatever they scrubbed off the floor would likely have been bailed onto the ground, and therefore had access to the soil.
