The Wicked Winkie Wizard is correct here. This was just the adjacent Oz, so he was thrown here, and Ozma was redirected here because her universe doesn't exist.

Also, Sparkle does have a good idea of what to do, since it worked before. But one who's read the book could note something the Winkie isn't carrying that the Witch did: an umbrella. It's overall likely there hasn't been enough time for this Winkie body to dry up, and this is also an issue the Winkie is now very much more aware and cautious of this potential problem in the future and did more to safeguard.
