I think it is safe to say that HK does not like Haven. Some of you are correct in thinking that Haven't is trying to cover his backside. It has been mentioned that it might be possible to reattach HK’s severed fingers. Maybe, but then she would not be able to be used as they are today.

Not guilty on the grounds of insufficient evidence, your Honour. I had just arrived to begin my investigation when the "Stork" Haven accused me of stealing the souls, without any substantial evidence whatsoever, other than my proximity to the dead bodies. When I pointed out that what little evidence we had could be used to indicate he had stolen the souls, (he had also been present around the time the souls were ripped from their bodies), he sent me here. I would like to return and continue my investigation.

Also she lacks the means, or motive, ripping out souls is a demon thing, reaping is at most, severing the link between a soul and a body that can no longer host it on its own.
