If they have access to magic from other realms, the rules can vary. In Xanth, you always get the intangible benefits of an aging spell, even if the "spell" is a side effect of leaving the area where magic works. Eg a teenage girl that slept 800 years leaves the magic area on a mission, ages to 30 or 40 in a couple of days. Acquires the emotional stability of a person that old. Recovers when she returns.

Since I made my previous response on my lunch break, I'm reiterating and expanding on my reasoning. So the previous case of Aging magic was done on Spar and Stormy via Lady Death, with possible aid from the Goddess and Elder Hades. Not only did they increase their age, but they acquired the experience that came with living to that age. As mentioned before its extremely unlikely that a mortal made spell could accomplish the same feats. It will age something or someone, but the effects would be unstable and probably last just long enough to cause problems, even death. Age magic was probably developed at first to be used in the food industry, for aging ingredients like wine or cheese. The effects would have leaked into the consumers aging them based on the amount they consumed. On top of that once the spell wore off your left with less appealing items. Once people discovered its effects they probably attempted to use it to turn back the clock to remain young.

I wonder if combined with her exposure to the world tree root, this event gave Stormy at least limited shape shifting, change in color and wings could be from the flight response, in this case not going invisible because she needed to keep with Windy and going invisible would have been detrimental to that.

I feel an aging spell would be considered a criminal offense. The gods maybe able to give the experience along with the age, but I doubt a mortal spell like this can. If they weren’t on the cusp of puberty already this would be much worse. It’s still bad seeing how Stormy’s father wanted to remove her childhood for money. The potential for abuse in this spell is horrendous. Though I also doubt the stability of such a spell otherwise people would use a version of it to constantly make themselves younger. In an attempt to extend their lives.
