The witch magic we have seen (and I am assuming the slaver witch was an ousted member of the Coven of the Tree) seems to be really advanced stuff, almost like technomancy/cyberpathy but going the other way, rather than magicked high technology they produce those kinds of effects with high magic, restoring Cuda's sword with all the rust, nicks and gnashes without a total reforge is something that would be done with magicked nanotech like mini gnomes, then there's the witch ship and the books themselves. Also helps explain the wide disparity of technology on Terra, for the most part, on a practical level it might not be as wide as it looks as most of the same effects can be achieved different ways depending on what resources are available.
