You can be allergic to almost anything, up to and including some functions of your own body. With Hindu Kesh & Feathers, however, I suspect that she's just uncomfortable with the sudden and new sensation of feeling her feathers, and decided it feels like her wings were given a rash. At very least, the transition between her old wings and her new wings feel like she was given a rash.
