I am a bit into coming up with conspiracies. Here is one this strip make me think of: The reason for all those Storks who had never lived is because Frank was trying to keep specific souls from being born. Either the body they would be born into would miscarry/stillbirth, or something else could be born into the body, like a Demon. This is one way Frank and the Demons could kill off bloodlines a bit: everyone would think they just had hereditary problem with pregnancies.

I personally think a population of humans has migrated to Terra from Riley's earth following the implementation of the train. With a large final migration following the moon hitting the planet. The reason I believe this is that Humans are opportunists and they can smell money making potential on Terra. Which is starved for Human goods like coffee. Perhaps they built a theme Park called Human Land for guests to see a romanticized version of Human life. Run by real humans for authenticity.
