The under structure is the generic term for the old colony & obsolete terraforming factories that still lie below the new one. The entrances have been sealed, but it's not too hard to re-open them with force. Entrances tend to not be observed by any security, and have mostly been forgotten. Few have business down there anyway. It's quite unsafe to venture into the under structure, prone to collapses, toxin leaks…. you have to be either a crook or mutant to want to go down.
