Well when I lived in Japan, I was on a military base, and they did a thing every year where children from Japan were allowed to come in and trick or treat around the neighborhoods. I usually stayed and passed out candy, but it seemed like they were having fun, and a lot of the parents got some kick out of it too. I think in Japan it's simply celebrated as more of a novelty thing. Of course P4: G actually has a halloween scene in it, so we'll see how that goes.
