Nothing about Persona 3 ever implied they were no longer Persona users. The dark hour ended, but apparently Mitsuru put research into simulating it.

Mitsuru would be reluctant to recruit team P4 since they are almost all high school students. She might keep them in mind for the future though. I'm still trying to work out if the dark hour still exists or not. P3 suggested it ending, but maybe the team only though it ended because they forgot everything and were no longer persona users. Which, admittedly, doesn't match up with P4: Arena either.

I assume from his wink in the last panel that the "fingers" of his off-panel hand are crossed, though how he would know to do it is a mystery. Maybe it's a trick he picked up from Teddie.

This part always confused me. If you have an organisation based around dealing with shadows, surely you would want as many competent persona users as possible?
