-It's better to have a few good comics than many bad ones.
-You never rush your comics, anyway. If you do, it takes away from the quality.
Concerning the ellipsis, I think it's okay. It gives an effect of normal speech, like they're pausing longer than a normal period. Also, if you think about it, the characters are people too, so they don't necessarily have to use perfect grammar. I agree about the semi-colon, though.
All in all, he said that this one was rushed, so it's alright. He probably didn't have time to review the script/dialogues.

You use the "......." too often. Regarding that, there should only be three periods.
"I was going to punt you in the head; but I missed and kicked the cop in the head."
There are many better ways to execute that sentence. Repetition of "in the head" can be erased, and the semi-colon can be replaced with a comma. That's not the proper use of a semi-colon.
"I was going to punt you in the head, but I missed and hit the cop."
Not very funny, but gramatically functional.
