Yes, it is purposly suposed to be in black and white. It's based off of PoKeMoN Red and Blue.

is it purposely black and white? i dunno. its funny tho. Oak has to run out of starters eventually! make one about how he has a pokemon mill where he only raises charmanders, bublasaurs and squirtles and the horrible living conditions he keeps them in. haha. or not.
