But here's my pinch of advice since you're a paint user.
Never, well, barely, make small, normal sized sprite panels. Use 200x at them most, so that if you put a pokemon nearby, it'll look smaller and not be a Pidgey the size of a 500 foot tall tree. Then, Put effort into text bubbles. I suggest you pre-type the text you make on a separate white background, so that when you move it over into the actual text bubble colors don't fade (much). You have to make a clear bubble first, and make a tail aimed as much to the mouth as possible, and erase the lines that reveal the original bubble's border, to make a perfect text bubble (or anything close to that).
And, slow down on the story. Take time with grammar, and refrain from using 'wtf!!!'
Make sure text does [b]NOT[/b] touch the borders. That is all. 3, for now.

Um, the story just JUMPED, I am completely lost on what just happened I mean you have got to slow down. All of a sudden ash is battling everybody?
The font is good, but I think its too bold. And uh yea, you should really get rid of that horrid blue color.
Well, you generally want to avoid colored font. It's rather unappealing to look at and is rather unprofessional.
The framing? It's TOO thick. I wouldn't go any thicker than say, 30 pixels generally. And you're going to want a darker color. Bright colors move to the forefront and make you comic seem sunken in. Use dark colors and your panels seem to pop out more.

i only have one piece of advice cause ur actually preety good. dont stretch the pokemon if ur trainers are in the default size (as they are in ur comic)

resize the trainers, because ur making his pokemons really big when they're supposed to be smaller than his trainer
