I'm assuming what advance warning they received would have told the air raid wardens and other first responders to keep people from going into the low places and urge them towards high ground. Not that there won't be casualties, though. It's essentially the calculus of a few thousand drowned or pounded to a pulp in water and debris vs. millions gone if that weapon had detonated in the air.

That actually happened in UK during the blitz. Folks were hiding in the train tunnels and they flooded and people drowned. Dee - SC writer dude
