That's RUS #5. I've taken a liking to him, even though he's only shown up twice. In Vincent X's Megaman 24xx, I've allowed him to use Newton and Rus #5 in his comic.

There are numerous RUS units, but each is slightly different in their jobs and attitude. The RUS design also has a brother-RALPH. You'll see him on a alter date.
