This page sets forth how Falkimir can become High King without the support of other rulers. It was decided in wiser times that in order to avoid political in-fighting among petty kings that the clergy of the various deities of the land would choose the high king as they did not own lands but were the voice of the gods and protectors of the rights of the people. Their authority was separate from the secular authority of kings and dukes and counts and other land holders so if the High King died leaving no male heirs in a generation the clergy would gather to elect the next High King.
There have of course been abuses in the past, but in a time and place where sometimes the will of the gods becomes manifest and squashes the greedy, things tend to even out. Priests and priestesses really are that wise and some of them wield enough force to make rulers who get out of hand really regret their unwise decisions to bribe their way to crowns. And those clergy they bribed usually end up fried to a cinder. And who are these enforcers? The Sisterhood of the Golden Goddess. The sorceress who is a devotee of the goddess of light, magic, lightning and righteous vengeance; Annah the Golden. But times are hard and sorceresses aren't all they were cracked up to be. After all a girl has got to make a living and sex is the easiest way to power magic. Or so the stories go. The truth always lies somewhere in-between.
Yes, I think religion would be a bit different in a world where deities obviously existed and messed around in the world of humans!! Maybe... Anyway, the image in background at bottom left caught my eye for some reason - is that just a random medieval-looking image you found, or is it a representation of a goddess?

That sounds like a pretty good succession process. But people always will find a way to screw these things up.
