reader25 - The portable gates that we saw Albert use in the first SMOG cartoon can operate outside the system (& that's what Cortland was supposed to use to make the hacked gate, but instead the artist went with that computer disc nonsense.)
Technically Albert already has a place set up for his SMOG system, but yes, he was waiting until the second SMOG station (seen in SMOG 19) was ready so he could use his people to take it over.

I would think that there would be some sort of backup system for the gates, if only to get the employees back to their home dimensions from wherever the emergency gates dropped them. Also, Albert intended on running S.M.O.G. after this, so there must be a backup base somewhere that he planned on using.
