To elaborate on what Rasque is talking about here, runaways are returned only at an official request by the rulers of the territory. A pretty rare occurrence.
…but I imagine that's probably pretty small comfort.

I really like that he's referring back to written directions to get there. Good detail. .... In completely unrelated news, Rasque's idea of dirty-commoner-wear is a long sleeve polo shirt. He may be a bit out of touch.
