That's pretty short-sighted. Once they finish the fountain they might start sinking money into repairs. If you keep sabotaging the thing you just delay any hope of your building being fixed.

An unsightly fountain is being built in the foyer of Dom's apartment block. She doesn't approve, so she takes measures to periodically sabotage it, like 'accidently' destroying the tiles waiting to be laid.
