Techno peeps? Normally, Techno Citizens are called Technizens.
After assessing the entire city, Green must have realized that everybody's gone. It must be “Fear” that's causing all Technizens to hide. But whatever's the cause, Vibes don't wanna be intimidated.

"Vibes" has such a great character design... Just his presence makes the comic feel like it's moving.
