We got our scanner at Big Lots for twenty bucks and it came with a free copy of Photoshop. Check those bargain places. You never know what you'll find.

My scanner/copier/printer hasn't broke since I bought it almost three years ago for around 40-50 bucks at CompUSA. Cheap-ass model.
What version of Photoshop? Or…really…just Photoshop?
