yeah. from thirteen's perspective- which is pretty accurate. thirteen is considered to be the demon of information. he also makes himself the easiest of the demon lords to summon. while he does have a level of hell devoted to himself, its pretty small. his demons are used to keep track of goings on, more than to wage wars on other demon lords
