To rephrase, problem is that any photon hitting the surface of building can only go one way. Either is reflected (shiny), goes through (window) or is converted to energy (solar panel). You can choose any ratio between those three, but if alien technology makes it the sum is bigger than 100%, then you don't really need solar panels as you obviously have other energy source somewhere.
There are additional problems with combining window and mirror, but that doesn't affect "just" shiny surfaces.

Then, he/she pointed out that such limitations may not be necessary here because of alien tech. Indeed, "alien tech" is the reason for the difference. Also, although I mentioned the towers being like a one-way mirror, I should clarify that their surface is not really a mirror--just a shiny surface. Mirror-like surfaces have reflect sunlight back on surrounding structures and can have a negative their neighbors (such with this building https://www.nbcnews.com/science/how-london-skyscraper-can-melt-cars-set-buildings-fire-8c11069092 ).
redshimmer--Might take a bit longer than a day (and you'd have to have to use enough trash to form the construct), but that's pretty much the concept. Not discussed here, but the Con'qorian Towers actually took about a year to "build" and imported trash from across the country for construction.
Also not discussed, the entire outer surface serves as a massive solar panel (and much more efficient than our tech), so the Towers actually feed their excess power into the energy grid (so no energy bills for residents). Same would go for your jetski--no need for fuel.
However (also not discussed), the outer surface also serves as a sort of adjustable one-way mirror, so residents inside can adjust the transparency of their outer walls (fully opaque to full "window"), while folks outside can't see in.
