Nah, its probably Major Clone. Question is since he's involved if this guy is even a bad guy or if he was just running from the obviously evil Major.

Let's see... Cap wears a cape, and this guy doesn't show a cape. Cap wears purple/navy, Major wears red\white\blue. So, obviously we're being told this is the Major, so it can't possibly be him :-P

so the 'bad guy' get taken out before he has a chance to explain himself? perhaps she isn't better off with that guy. not sure if running would help, but it couldn't hurt.

What, no one feels sorry for the bad guy? Thought this was his big moment, attacking a helpless reporter on international television, was going to be a big shot with all the other goons back at base, and instead he got swatted like a bug before he even knew it. Poor, poor... umm,... tertiary character #37B...
