Pretty much. It's effectively just a higher powered game than normal. Which is a good thing if everyone is aware of it and able to keep up in power or have other useful things to do. (Nat can't keep up in combat, but she's built a character that prefers to avoid combat entirely and use other skills.)
I mean, there are entire systems dedicated to the concept of high-powered games. Mutants and Masterminds anyone?
Notice will you, that GM actually enjoys the challenge Luke and Cory present, as it gives him a chance to use all sorts of min-maxy builds on the antagonists.
You actually find these kind of people. Rika appears to have a good place here, and honestly so does DM, although she needs the edge filed off. GM just needs to learn a bit more to handle non-munchkin players.
Luffys threatend squares seems to be everything in a 100m radius. Later on the series that's more like... everything in 5km radius, especially afterthe timeskip.
Hilarious numbers of AOO per round + Hilarious Reach? Amazingly mindbending for a GM.
Still, I'd rather have PCs like Luke and Cory who minmax obscenely but still treat the game with enough thought to avoid actively ruining the fun of everyone else at the table. I'm so glad I've never had to either run a game for, or play with DM. She's the dark side of power players, the type that don't ever stop to think they might be making the game no fun for anyone but themselves.

And that is why threatening reach is broken. Only in the hands of PCs, of course. It's balanced when monsters have it.
