Uh this is a) way too big, b) your bubbles look pretty bad c) your character look very weird as well. Please remember the SHIFT key is your friend as well. Just take a bit more time, it'll look better.

I'm not sure if you know this, but on the select tool, underneath all the other tools, are these to boxes. The top one of them is selected, click the bottom one and the BG color of the sprite won't be there anymore when moving it. (I noticed that the BGs messed up around the people. Obviously you don't know the basic things in Paint.) Also... There's a rectangular tool... Use it.. And, also, again, never have the text touching the borders of the boxes.

I forgot to say about this Leco and Deco stuff, Deco is dark energy or dark eco and Leco is the opposite or oppisite, I can't spell useless words. -.-
