To *ANYONE* in a position of power with regard to things like that: PLEASE, let workers file complaints about a manager without having the complaint go back to the manager! As soon as you say "If you have a complaint, come to me; I'll sit down with you and your manager and see whats going on", you have ruined it. We, the workers, have to be able to complain about bad managers without it immediately coming back on us.
The issue with the people at the top having one opinion, and the immediate managers having another? It's not just in low-end jobs like that.
I had a programming job where the guy at the top told me one thing when I was hired, my manager had me doing something else instead, and what happened? My manager recommended that I be fired at the end of the 90 day trial. Less than 3 months later, that manager had left. He was also a programmer, and did not know a thing about multi-process programming, left behind an absolutely broken API for dealing with multiple programs accessing a shared data structure at the same time.
Somehow, the company survived, but they had to throw out everything that was done and restart mostly from scratch.

When we were short on funds, we always made sure payroll was paid first - any shortfalls meant bills got paid late, never employees. Unfortunately one of the lower level managers knew the company was tight on cash so took it upon himself to try to save money by not reporting a broken guard on a circular saw. This is the type of thing the president and I would've immediately paid for to fix or replace, out of our own pocket if necessary. But because we didn't know, it wasn't fixed, and a new employee got careless and cut off his thumb. Ugly OSHA inspection and $10,000 fine, so the manager trying to save us money ended up costing us 1000x as much. I'd do some discrete questioning to find out if this "safety last" policy is the company's, or just your immediate manager's.
I often find that sort of thing tends to be the immediate managers fault (and I hope you sacked that manager good). I've seen where in order to save a few pennies short-term, they do things like try to bully long time employees into quitting or in trumping up fake complaints to get them fired and in turn let them try to have an excuse to withhold pension and unemployment money.

I receive packages from Amazon at my PO box. It depends on the shipper. USPS, no problem. FedEx, use the street address associated with the PO box and it will go to the box.

Does your company supply the safety glasses? If so, will they let you bring an elastic strap to hold them to your face?
I hope you leave that job with really unsafe equipment. Work is very important but keeping your body intact is even more important. This is the sort of thing OSHA was created to prevent, if they won't even take a look then they are betraying their core principles. I can't believe they allowed a law to be passed that forbids workers to quit jobs for better jobs, that's insane. :/ It's really hard to find a job that pays well and is also enjoyable, most people settle for one or the other. Self-employment is probably the best bet for that, but people need a lot of seed money and connections and some good luck to have a chance at that. Any librarian jobs open? The pay won't be very good but the working conditions will be excellent and you'll be around nice people. The artist who made the tortoise and hare sculpture really knew how the world works.
Enjoyable jobs pay less because more people want them. More supply of workers = lower prices (wages). The less desirable jobs (e.g. garbage hauler) have good pay because fewer people want them. And the problem with OSHA is that it's punitive, not preventative. They'll investigate and fine after an accident happens (and someone loses a limb or their life). Not before. And seed money isn't that important for self employment. If you start a business doing something you enjoy, you probably already own most of the required materials. The problem with self employment (I'm self employed) is that most people are unprepared for the amount of administration it involves (accounting, taxes, filing for government forms and permits, advertising, booking/scheduling, etc). I'd estimate you actually only spend about half your time doing what you want, the rest is spent doing administrative tasks. And if you hate one or more of those administrative task...
The problem really is that there are few opportunities in a place like Sandpoint for good jobs and many appear to be seasonal in nature catering around the tourist trade. It might be possible for her to get a job working at a hotel or resort in a front desk, housekeeping, or gift shop capacity. If she has a stomach for such things; working at the local hospital or a clinic in similar jobs. But medical jobs have their own special dangers, especially if you get a needle stick or a cut or exposed to blood or bodily fluids.
