damn. so much info and yes i know Homeless are not these drunks. but sadly it is that fact just ONE person can ruin for the rest of the group. i only know one friend who is homeless because of rats in his house. so he is forced to live in summer houses untill it is done. I know it is not a real homeless. but close.
My cousin was homeless for a while because his mother kicked him out just because he told what he felt about her. (resentment.) but now he is fine and works as a butcher.
Because there were people leaving trash, getting in fights, and starting fires, they banned camping on riverbeds (with lots of nice flammable grass) in Colorado Springs. I'm of mixed opinion on if this was a good thing, since the trailer park I live at is full of flammable vehicles and trailers with explosive propane in them, all in a row. Not everyone was That Guy. The funny thing is, in Dallas(Texas), they were giving people citations every day and they laughed them off because the courts refused to care enough to have anyone arrested(no money/room), and they had no income so they couldn't even collect the fines, anyways. The police were like: "Well, we know it's a pointless waste of time but we have to give out tickets anyways."
This should be printed out and hung everywhere! (Don't try that and get arrested though... ) But keep copies on you to hand to those who give the sideways glances on the bus. Not preachy, not accusing, just facts that most people aren't aware of...

Several contractors quoted a new roof on my home. None of them showed up to do the work.
An old homeless guy said he's do it. By himself.
I let him live in my RV while he worked it, after he was done he returned to... Idaho! He doesn't want to stay in one place.
The roof was so good, I gave him a bonus when he was done.
I've had good luck with homeless people.
Any of us could be in a situation like this if we have a string of bad luck. I feel especially sorry for the parents with kids, must really hurt knowing that the kids deserve better but they can't provide for them. And for every dangerous homeless person, there are dozens who are just trying to stabilize and work their way out.
