Will be made clear in the next episode the mystery elder person is the Boss. He's texting with Carmen, she's his "spy" ... and yes she's been dining at Renee's Y, hahaha! You're right, UTBH: James Bond dined at plenty of Ys and he's considered a great spy! Maybe the Boss doesn't want Carmen to disrupt Renee's shaky foundation (more on that later).

I am not quite sure, too. But IIUC, the (actually not killed) boss has an undercover agent among the citizens of the new Doll Republic, and it seems to be Blythe. Behind the back of Acting President Renee, she carries out the secret missions of the depowered, old king ... more or less dutifully. Things aren't going so super well in the new republic because the new regime, which wants to be feminist, can't quite meet certain needs of the Dolls, which leads to resentment, and even breakaway movements. So the renegade Echo has made her way to the old boss, who lacks vitamin V in San Diego. See also chapter 2.15.
