Wow, this is an amazing orbital station! I hope that the modules, which are all moving around the planet at breakneck speed with the winds, don't bang into each other.
I admit I went more for the "showy" setting than for realism in all details, however the idea is that it can avoid really bad weather (by having a supercomputer that can plan a lot of time in advance) and then the various domes use the very small helics to make small microadjustments (again, a lot in advance). It would be best compared of a float of oil tankers or similar big ships being at high sea and just having to avoid to bump into each other.
Ha ha yes, it has that small disadvantage!
My idea is that, even if the winds are very fast, if all the station follows the wind with no obstagles from their point of view it is like staying still in the winds.
A small quibble: it is a floating station, not an orbital one.
