Brought this up on discord, but I wanted to talk about this.
One thing I do love about American comics is they can have an one shot or a short run series that features a situation or a character that would not fit in the mainline series.
I kind of started this idea with Flat, and would like to show how things kind of work without the main cast, as basically they are even at weakest, gods, and show how regular people deal with mad magic users and monsters.
I was just holding back worried about having to reference reading this, this and that to get the full details, but lately I decided go ahead with the idea because it be easier to just say “read magic police Shinedo for more context” than having a character unnaturally infodump everything.

But how do you tell if the reader would prefer the quick info dump summary than going to read a whole other comic?
My whole universe is interconnected and the world refers to itself because the characters have histories that span a few whole comics. The main character in Interstellar Battle Girls was a secondary character in Tales of SIG and a before that a minor character in Battle of the Robofemoids.
So in my comics it's a feedback loop. Unless someone is going to commit to reading all my comics, I have to do the occasional info dump rather than just referring to another comic. It's a fine line.

I find the best way is just not to need infodumps in any form.
Use existing characters but make it so everything is self contained.

Much of Les Misérables is just the purest info dump there is. Like reading a textbook. Still, the rest is so good that I can forgive that, sometimes even enjoyed it. And of course there's Dune, still only read the first two books, but there's so much information just thrown in there, yet it doesn't expect you to “get it all”, it's just a delicate way to expose you to an alien culture and its mystical nature, which amounts to genius world building.
I think the best approach is to say only the most crucial information that is absolutely necessary for readers to understand and follow what's happening. And everything else - don't say. Suggest! Hide details in newspapers, quote “books”, make side characters gossip, have this and that philosophize over contemporary art in a gallery, whatever. Chances are, it'll be much more enjoyable than just 2-3 full pages of text people need to get through in order to truly appreciate the rest.
