When I worked at a hospital for many years, I picked up quite a few tricks in removing gloves and other protective gear and while dealing far, far worse bugs than the Wuhan virus. For gloves, you take off one glove slowly, rolling it off so that by the time you pull it off it is inside out. You then use that glove to remove the other and the dispose of both.

I agree that gloves seem to be counterproductive for virus control, unless you happen to be in a highly contaminated environment. I also hope they're giving you a proper N-95 mask instead of one of the ones that reduces transmission but offers very little protection.
The other point of gloves is so that your hands are not covered in a layer of oil and grease. Even if your hands are clean, the natural oils exuded by your skin creates a layer which can pick up a virus and protect it from air and water. Washing your hands with soap (which dissolves the oil layer) is one way to tackle the problem. Gloves (which don't exude oil, so won't protect any virus they pick up) are another way. The virus is less likely to stick to the surface of the gloves, so less likely to be transferred into other surfaces than if you used bare hands.

Same for masks, as far as that goes. They don't get dirty the way gloves do, but they do get contaminated and need washed or replaced.
