It's nice to know that anyone who ever played Persona 3 and thought “Wouldn't a real cop be fired on the spot for selling these weapons to teenagers?” was apparently 100% correct for thinking that…but thanks to Mitsuru, he got a sweet promotion. I always just figured that the Kirijo Group pulled a lot of strings to get SEES supplied with weapons and armour. That at least would explain why he also sells armour for Aigis and medieval weaponry somehow.

When I was playing Persona 3, I thought the entire police force in on the whole thing and they forced one of their officers to play shop keeper.
