I always feel if someone genuinely felt so bad about ruining anothers life as he has that the time to feel bad is after the first. If they can be so ignorant of the change such acts bring about in the victim to continue repeating the same act I doubt they could ever truly be sorry later. I'm not disagreeing with what is happening here in the story but sadly I do think it is something that a lot of victims would like to hear but to hear it and know it was meant is pretty rare.
Yah, Kimber Lee should have used her uber-senses to listen to his heart, breath, etc - she could probably tell if he's truthful or not. Whether than really matters, though, depends on one's stance on the subject of true 'free will'. Even if someone is 'sick' or has a 'weakness', if they can truly stop themselves from doing it, even if it's very difficult to do so, it's hard then to not judge them guilty

Give him what he wants. Punish him. Or worse, leave him to his guilt. Guess it really turns on whether he is ACTUALLY remorseful for what he did.
